Understanding car imports to Algeria

The rules keep shifting and the information in circulation often contradicts itself. Here is what we have verified, with our reservations where we have them.

The questions we are asked

Can you import a car to Algeria?
Yes. Importing is allowed under strict conditions: a petrol, hybrid or electric vehicle (diesel is excluded for private individuals), compliance with an engine-capacity cap and an age limit that depend on your scheme, and payment in your own foreign currency.
Which vehicles are eligible for import to Algeria?
Petrol, hybrid or electric only — diesel is excluded from import by private individuals. On top of that come an engine-capacity cap and an age limit, both of which depend on your import scheme.
What is the CCR scheme for a vehicle?
The change-of-residence scheme lets an Algerian living abroad who is returning for good import a vehicle with a heavily reduced tax burden. You must be registered with the consulate, prove several years of continuous residence abroad, and never have used the scheme before.
What is the total cost of a car import to Algeria?
The total cost is made up of the price of the vehicle, the sea freight, the customs duties and taxes, and the service fee. Depending on the scheme and the engine capacity, the duties can account for a very variable share of the total.
